Additional Context: Implemented by the Education Development Centre, or EDC, since 2023, the Kenya Primary Literacy Program, or KPLP, worked across more than 23,300 primary schools in Kenya to enhance literacy by training teachers, providing qualty learning materials, promoting accessibility to children with disabilities, improving government data systems, and testing pilot teaching solutions for students in hard-to-reach areas. The program was supposed to run until 2028 with a budget of $79.5 million. When the project was terminated, only $11.4 million had been paid out to the EDC.

Devex Researcher Note: Kenya was the 6th largest recipient of USAID education grants, totalling $46.44 million in 2024. World Bank Data shows that 74% of Kenyan students do not achieve a minimum level of reading competency by the end of primary school. A local partner working on disability inclusion as part of this project noted that project terminations compound existing weaknesses of the Kenyan eduaction system, with interventions such as adapted pedagogy, teacher training, and basic assistive devices no longer reaching vulnerable students.
