A service provider in Ukraine said: “In conditions of instability, crisis, and social challenges, adolescents and youth often lack access to qualified support. It is necessary to expand free psychological support programs and adapt them to the real needs of young people. With the reduction of funding from the United States, such programs are currently being scaled back in Ukraine.”

Additional Context: Only a minority of people living with mental health conditions receive treatment around the world. Low- and middle- income nations have far less coverage for mental health care among their populations than in higher income nations. Even then, access is limited. Cuts to US foreign assistance programs have significantly weakened expanding coverage and awareness of this under-resourced health sector.
This data was collected between February and April 2025 by the Global Mental Health Action Network (GMHAN) and published in June 2025 in their report, "An uncertain future: The impacts of United States and other Government Funding Cuts on Global Mental Health Services." The GMHAN is the world's largest network of mental health advocates with more than 8,000 members in over 170 countries.
