A Ukrainian organization has been forced to greatly reduce its work providing legal, financial, and tracing services for families of missing persons, prisoners of war, and others detained by Russian authorities.

Additional Context: This information was collected by Human Rights Watch in an interview with a representative of the Ukrainian Helsinki Human Rights Union, or UHHR. A decade-long partnership ended between UHHR and USAID, which had taken place under the 'Rule of Law and Human Rights' initiative. The most recent iteration of the partnership worked to strengthen accountability for human rights abuses, war crimes, and crimes against humanity stemming from Russia's invasion of Ukraine.
The organization had provided sub-grants to families of missing persons, helping them to organize and communicate with eachother and those in detention. Without this money, the ability of the organization to assist these families is significantly reduced, as well as the case work supporting the release appeal for their detained family members.
