Due to funding cuts, that model has moved outside government with the DIV Fund, which will test whether rigorous evidence and flexible capital can still turn small pilots into solutions reaching millions.

Over 15 years, DIV’s approach drew on the rigorous evaluation methods pioneered by Michael Kremer, currently the scientific director of the DIV Fund, who was awarded the Nobel Prize in 2019 for his work on experimental approaches to alleviating poverty, using field experiments to test and identify the most effective interventions. Many of the innovations DIV, under USAID, identified have since gone on to be highly cost-effective solutions at scale.
