Additional Context: Norwegian People’s Aid, or NPA, an international organization providing third-party monitoring services of mine and explosive clearance activities, faced significant setbacks due to the funding cuts and program freezes at the beginning of 2025. While NPA projects focused on programs with U.S. funds, the suspension or reduction of these activities affected broader oversight and compliance mechanisms of Afghanistan’s Mine Action Program.
Devex Researcher Note: While some of the NPA's projects had their U.S. funding reinstated in mid-2025, the activities in Afghanistan were left out. Its oversight efforts in Afghanistan continue at a reduced volume with non-U.S. funding as of September 2025.
