Additional Context: According to MSI, 77% of these supplies had been earmarked for the Democratic Republic of the Congo, Kenya, Tanzania, Zambia, and Mali.

Devex Researcher Note: These supplies have been held since January 2025. As of September 2025, only $1.6 million of the stock was still viable, the remaining having reached expiration or been kept in unrefrigerated conditions. The U.S. government declined offers on behalf of multiple organizations to distribute these medications free of cost, proposing incineration instead, according to The New York Times. As of April 2026, the U.S. government continues to pay for the storage of these goods.

According to Reproductive Health Supplies Coalition estimates, the decision to withhold these supplies may result in 362,000 unintended pregnancies, 161,000 unplanned births, 110,000 unsafe abortions and 718 preventable maternal deaths globally, with consequences for countries who depended on USAID's support for contraceptive procurement.
