At least two people have died in refugee camps in Thailand due to USAID-funded hospital closures.

Additional Context: The majority of Myanmar refugees living inside Thailand along the border have been there for years, fleeing previous waves of violence back home in Myanmar. But the camps have grown in size since the 2021 coup. In February, Amnesty International spoke to refugees living in two separate camps along the border. All said hospitals in the camp, which are run by the International Rescue Committee (IRC) through USAID funding, had abruptly shut down after the stop work order. Some services were restored after IRC received a waiver later in February.
This information can be found in Amnesty International's report "Lives at Risk: Chaotic and Abrupt Cuts to Foreign Aid Put Millions of Lives at Risk." The analysis is principally based on public documents, including court filings and executive orders, news and civil society reports, and legal frameworks carried out between January and May 2025. The authors also conducted 43 interviews, and integrated ongoing communication with NGOs, international organizations, public health specialists, and aid workers.
