Additional Context: According to ACAPS' survey, responder presence declined most sharply in Chernihivska, Odeska, and Sumska oblasts, reflecting a broader reallocation of constrained resources towards eastern and southern frontline areas. These areas represent more significant livelihood concerns and considerably more people with economic and food security related needs. Though programs were cancelled and funding reprioritized, total aggregate numbers did not deviate as much as expected for food security and livelihoods reach across the country as a whole.

The analysis draws on a survey ACAPS conducted to assess the impacts of the U.S. foreign aid suspension, specifically on the humanitarian response in Ukraine. Sixty-nine representatives of international, national, and local humanitarian organizations responded to the survey, the insights from which were also supplemented with a secondary data review of publicly available information and key informant interviews with 27 humanitarian and development organizations.
