From 2024 to 2025 there were approximately 50 fewer operational humanitarian storage facilities. High-need areas noted supply chain gaps, particularly in Kharkivska and Mykolaivska oblasts, where a lack of sufficient and readily available equipment and transport have significant impact on ongoing conflict dynamics.

Additional Context: The closure of Atlas Logistics, a key provider for the transport and storage of medical supplies and equipment in areas close to the frontline, has significantly reduced delivery and storage capacity in eastern and southern regions of Ukraine. ACAPS suggests the continued purposeful reallocation of resources towards frontline territory has been potentially at the expense of broader geographic preparedness to shocks and future displacement trends.

The analysis draws on a survey ACAPS conducted to assess the impacts of the U.S. foreign aid suspension, specifically on the humanitarian response in Ukraine. Sixty-nine representatives of international, national, and local humanitarian organizations responded to the survey, the insights from which were also supplemented with a secondary data review of publicly available information and key informant interviews with 27 humanitarian and development organizations.
