In an effort to curtail the negative effects of sudden losses in USAID support, the Philippines national tuberculosis response program has partnered with the World Health Organization, or WHO, to implement integrated active case finding in rural health facilities, combining tuberculosis screening with other services, and training community leaders to promote health care seeking behavior.

Additional Context: This information was included in the “The impact of 2025 funding cuts on TB services” annex of the World Health Organization's, or WHO, 2025 Global Tuberculosis Report. In 2024, USAID accounted for 27% of the Philippines’ tuberculosis funding and the Global Fund for a further 31%. Domestic funding accounted for 42%. According to the WHO, several local governments have fully taken over these operations and are attempting to fund activities through their own resources.

Devex Researcher Note: The delegation of responsibilities to the WHO is part of a larger Philippines Department of Health push to decentralize budgets for tuberculosis treatment, diagnosis, and commodities (including for drug-resistant tuberculosis) at the local level, which had started under USAID and has deepened since.
