Additional Context: According to Devex reporting, South Africa bears the largest burden of HIV in the world. In 2022, the government estimated that nearly 8.5 million South Africans were living with the virus — and in 2024, the U.S. government contributed more than $450 million toward the country’s HIV/AIDS response.

Though 80% of South Africa’s HIV funding came from domestic resources, the collapse of USAID hit the country hard. Since then, other donors have stepped in. For example, the Gates Foundation and the Wellcome each contributed $6.3 million to that funding pool, with the condition that each of their grants be doubled by the South African government over the next three years. In November 2025, China announced a $3.5 million funding partnership to expand HIV services in South Africa, facilitated by UNAIDS.
