Additional Context: During a House Subcommittee hearing in February 2025 called "The War on Waste," Representative Scott Perry (R-PA) alleged that USAID funds, intended for relief, were diverted to extremist groups such as ISIS, Al-Qaeda, and Boko Haram. Nigeria’s House of Representatives established an ad hoc committee to investigate the activities of NGOs and international organizations.
Civil society leaders warn that these investigations mark an ongoing process of attack on civil society in the country starting from 2015. The cuts to U.S. foreign assistance and related misinformation have increased pressure on Nigerian civil society.
