In part due to U.S. aid cuts, several experts mentioned observing an uptick in child labor in both Baghlan-e-Jadid and Burka districts of Baghlan, Afghanistan, over the last 12 months. This reflects national-level increases in child labour documented by humanitarian responders in 2025.

Additional Context: This study conducted by ACAPS combined primary data, collected in Baghlan-e-Jadid and Burka districts in Baghlan province in northeastern Afghanistan, with secondary data reviews of vulnerability assessments and analyses. This report is part of a series on vulnerability in Afghanistan in coordination with the Afghanistan Protection Cluster and its members.

Devex Researcher Note: While the authors do not draw a causal link directly to U.S. foreign assistance cuts in the report, child labor increases have been documented as poverty increases, and children remain out of school. With documented education program closures and aid cuts exacerbating educational exclusion, national child labor increases are in part exacerbated by the assistance cuts.
