Additional Context: Human Rights Watch, or HRW, notes that U.S. aid cuts in 2025 coincide with a fourfold increase in people affected by violence in the country compared to the previous year. In addition, U.S. aid cuts have affected the entire human rights architecture in the country, including the U.N. Office of the High Commissioner for Human Rights, which was forced to dismiss almost half its staff and close three offices in areas affected by armed conflict.

Devex Researcher Note: According to an archived USAID webpage, InspiraPaz was planned to have continued through 2028, improving the capacity of national, regional, and local prevention and response systems addressing citizen security and human rights violations through coordination and information-sharing activities. In addition, the project partnered with communities to support self-led protection activities, which all have ended.
