Additional Context: According to the Women's Refugee Commission, or WRC, needs are increasing, yet gender-based violence (GBV) funding remains critically insufficient. Since tracking of GBV sector funding began in 2021, U.S. contributions have accounted for over one-quarter of total funding, increasing from $22 million in 2021 to $145 million in 2024. U.S. funding for the GBV sector has been greater than the next top three donors (Germany, Norway, and the EU) combined. The cuts to U.S. foreign assistance have diminished funding for GBV-related programming significantly.

The Women's Refugee Commission examined GBV funding tracked through the U.N. Office for the Coordination of Humanitarian Affairs Financial Tracking Service and publicly available information on terminated USAID awards to conduct their analysis.
