Additional Context: This information is based on 150 semi-structured interviews conducted by One Earth Partners across five countries selected to represent the diversity of USAID's environmental work. Interview findings were triangulated with a global survey of 175 respondents and external media analysis.

According to One Earth Partners, participants reported that the effect was not only felt in the magnitude, but the nature of replacement funding — when it arrived, it was highly fragmented, short-term, and narrowly focused. Interviewees universally observed that without 5- to-10-year project horizons, the sector's funding has reverted to transactional, shorter-term aid models.

Almost half of the respondents (49.1%) indicated that no other donors have stepped in yet, while 32% noted that other donors have "partially" filled the void.
