Additional Context: WPEPFAR programming mainly implemented by USAID targeted orphans and vulnerable children (OVC) with health, education, protection, and socioeconomic services that help children affected by HIV/AIDS build resilience and improve their well-being. USAID had planned to provide services to approximately 3.4 million vulnerable children this year, with over half of these targets assigned to terminated or unknown status awards. PEPFAR has also dropped the OVC indicator from reporting requirements, creating a critical monitoring blind spot. While some children may still receive services, the U.S. government has no systematic way to track how many OVC are being served by the program versus the original target, or monitor whether services successfully transferred from terminated to active awards or other agencies.
