The Manushya Foundation, which runs a network of safe houses in Thailand, has struggled to meet the rising need, according to its executive director, because it too was a recipient of USAID funding. She said of journalists in Laos: “the second they become a public figure … they become a prime target for the authoritarian government. It means that at some point they will have to live in exile."
