The nature of grant opportunities have shifted away from proactive natural resource governance toward quick, reactive humanitarian and disaster responses after U.S. aid cuts in Bangladesh, according to former implementers of U.S. environmental aid programs.

Additional Context: This information is based on 150 semi-structured interviews conducted by One Earth Partners across five countries selected to represent the diversity of USAID's environmental work. Interview findings were triangulated with a global survey of 175 respondents and external media analysis.

According to One Earth Partners, many of the individuals interviewed observed that without five to 10-year project horizons, the sector overall has reverted to transactional, short-term aid models across regions. Fragmentation leads to smaller, more isolated impact, making bigger goals much more difficult to achieve.
