The research director of a Salvadoran human rights organization said of the U.S. aid cuts: "The most serious impact has been on people, not organizations. Many of these people depended on the work of organizations to meet basic needs, such as food and health care, and to sustain their hope for a better life based on respect and guaranteed rights.”
