Additional Context: This analysis conducted by KFF assesses the magnitude of U.S. funding reductions in the 29 countries that have signed America First Global Health Strategy Memorandums of Understanding, or MoUs, between 2026 and 2029.

These reductions represent the combined effect of U.S. reductions in direct health financing and Global Fund contributions of all member states. Reductions range from 7% in Papua New Guinea to 66% in Senegal. About half (15) of the MoU countries will experience funding reductions of $100 million or more, with the largest reductions in Mozambique ($445 million), Uganda ($436 million), Nigeria ($422 million), and Malawi ($331 million).

Devex Researcher Note: These values are based on the $12.6 billion raised for theGlobal Fund for the 2026-2028 replenishment cycle, which will implement project financing through 2029. This cycle saw the funding reduced by $3.1 billion from the previous cycle. Decreases in U.S. commitments account for 45% of these cuts, totaling $1.4 billion.
