U.S. aid funding cuts and program terminations in Ukraine caused immediate and significant disruptions to the humanitarian assistance ecosystem. In reference to the U.S. foreign assistance cuts, The Tenth of April (TTA), an NGO in Ukraine, shared “These cuts didn't just disrupt budgets, it disrupted a system of trust, continuity, and safety."

Additional Context: While some services have been restored, the scale, capacity, and geographic coverage has been significantly reduced since the pre-cut period. Further, instead of relying on stable funding streams from the U.S. government for urgent needs, many local Ukrainian NGOs must now depend on small, short-term grants, which are less flexible and adaptive to respond to urgent needs.
