USAID funds accounted for 70% of the budget for a local NGO in El Salvador, which focused on democracy promotion and countering disinformation. As a result, several planned investigations for 2025–2026 on democracy, corruption, and human rights, as well as a fact-checking unit aimed at countering disinformation were suspended.
Date: 11/25
Region: Latin America & Caribbean
Country: El Salvador
Topic: Governance & Rights
Policy Lens: Democracy & Governance
Additional Context: After the suspension, this NGO was forced to reduce operations to a minimum and lay off half of the team. Those remaining are on 50% of salary. This pause has hindered the organization's ability to improve information quality and mitigate the harmful impact of fake news on democracy.
This information was included in a November 2025 report, "When Aid Fades: Impacts and Pathways for the Global Democracy Ecosystem." Information for this report was gathered from quantitative data on U.S. foreign assistance cuts; quantitative and qualitative data from two surveys that focus on democracy, rights, and governance; key informant interviews; and a desk review. The full report can be found here.
